網路自由工作坊:Tor、Tails、OONI

在我們所身處的臺灣,相較於其他國家,我們享有較高的網路自由。然而,我們不能忽視鄰近國家的公民面臨著嚴格的國家監控與網路審查。在這種情況下,如何有效地規避和突破那些阻礙網路自由的高牆,成為許多人關心的議題。

今年,全球最受矚目的人權與數位議題研討會 ─ RightsCon 2025,將在臺灣舉辦。這是一次難得的機會,我們誠摯邀請到來自國際知名組織如 TorTailsOONI 的團隊,在研討會前夕,針對開發者及使用者舉辦一場專業工作坊。這場活動將不僅為參加者提供實際的技術交流機會,也讓我們共同探索如何維護和推動網路自由。歡迎對此議題有興趣的朋友把握機會參加!

工作坊 #1:如何使用 Tor 避開審查並匿名瀏覽

記者和人權捍衛者(HRDs)經常同時在一台電腦上進行個人與工作的任務,無形當中增加了資料外洩、監控和洩露機敏資訊的風險。本工作坊將介紹 Tails,一種專為保護隱私、支援匿名通訊和確保數位安全而設計的安全且可攜式作業系統(可安裝在 USB 隨身碟或隨身硬碟中)。

您將學到的內容:

  • 如何透過分開處理工作與個人活動來保護您的網路線上身份與資料。
  • 如何在 USB 隨身碟上安裝並設定 Tails,以便安全地進行線上和離線的操作。
  • Tails 如何與 Tor 洋蔥路由網路整合,以實現匿名瀏覽和通訊。

RightsCon Pre-event with Open Culture Foundation, The Tor Project, and OONI

We are thrilled to invite you to a full-day event dedicated to online privacy, censorship circumvention, and censorship monitoring, hosted in partnership with Open Culture Foundation, the Open Observatory of Network Interference (OONI), and The Tor Project on February 23rd, 2025, in Taipei, Taiwan.

This free pre-event will feature hands-on workshops and a public keynote by Roger Dingledine, co-founder of The Tor Project.

Thie event will feature:

  • Two hands-on workshops for journalists, activists, and human rights defenders focused on digital security and censorship resistance.
  • A public keynote by Roger Dingledine, co-founder of The Tor Project, on defending online privacy in an era of mass surveillance.

Please register for the sessions you wish to attend by selecting the appropriate type of ticket. Due to venue limitations, some sessions have a cap on the number of participants, so please register early. The exact location of the event will be announced separately closer to the date.

## Workshop 1: Circumventing censorship and navigating anonymously with Tor

Date: February 23rd at 14:00 - 17:30 (+08:00)

Location: National Taipei University of Technology, Taipei Tech

Journalists and human rights defenders often use a single computer for both personal and professional tasks, increasing the risk of data leaks, surveillance, and compromising their confidentiality. This workshop introduces Tails, a secure and portable operating system designed to protect privacy, enable anonymous communication, and ensure digital safety.

What you'll learn:

  • How to protect your online identity and data by separating professional and personal activities.
  • Installing and configuring Tails on a USB stick for secure online and offline use.
  • How Tails integrates with the Tor network for anonymous browsing and communication.

This workshop reserves spots for partners who are journalists and CSOs members. Please use your organization's email address when registering.

Please note that we manually approve applications after registration on KKTIX platform. We conduct basic due diligence checks on participants to ensure a comfortable experience for both trainers and attendees. Participants will be reviewed based on our criteria for this event, prioritizing human rights defenders (HRDs), journalists, and activists.

## Workshop 2: Detecting and Measuring Internet Censorship with OONI

Date: February 23rd @ 18:00 - 19:00

In this workshop, participants will gain hands-on experience using OONI (Open Observatory of Network Interference) to detect, monitor, and measure online censorship. Learn how to:

  • Identify blocked websites, apps, and services in different regions.
  • Use OONI Probe to test internet censorship.
  • How to analyze OONI data to track censorship trends.

## Keynote: Tor: Defending your online privacy in a surveillance world

Speaker: Roger Dingledine, Co-founder of The Tor Project
Date: February 23rd, 2025, @ 19:30 - 21:00.
Capacity: 120 participants
Location: Near MRT Songjiang Nanjing Station and Nanjing Fuxing Station.

In this keynote, Roger Dingledine will discuss the growing threats to online privacy, digital surveillance, and internet censorship. He will explore how Tor and Privacy-Enhancing Technologies (PETS) empowers users to navigate the internet anonymously and securely, and why online freedom remains a fundamental human right.

Roger Dingledine is the co-founder of the Tor Project, a nonprofit that develops free and open source software to protect people from tracking, censorship, and surveillance online. He has played a key role in advancing digital rights, supporting journalists, activists, and human rights defenders worldwide.
