This exchange activities will focus on AI industry in Taiwan, seeing how digital rights can be involved in order to creating the more possibility of industry development that based on digital rights concerns.

自生成式 AI 投入商業使用開始,如:ChatGPT 的應用,AI 產業發展也邁入了新紀元:AI 平民化! 這引發了消費者和政府對這種新興技術在日常使用中潛在風險的擔憂。數位人權組織很早之前就關注了這個話題,並已開發了相關評估工具和指南。 面對這一即將到來的趨勢,我們邀請了全球指標性組織 - Access Now 為人工智慧產業和東亞企業 ( 尤其台灣 )提供建議。 同時 ,也邀請國內外企業和 顧問講者,由他們反饋對產業趨勢的觀察以及人權指標施行的可能作法。

本次特邀請到數位發展部部長 - 唐鳳蒞臨致詞和參與。更邀請到公民團體 :國際指標組織 - Access Now、南韓資安與人權組織 - Interlab 及 台灣人工智慧學校,產業代表:華碩雲端暨台智雲 ASUS Cloud、亞太企業代表 - LINE 及 顧問講者等 ,一同以 AI 人工智慧為題,介紹什麼是人權影響力評估及如何落實在台灣現況,最終透過亞太案例反思,看見在東亞在地脈絡下,未來商業內的數位人權發展可能。 

About Event :

Since generative AI has been launched and implemented in commercial use, such as ChatGPT, the development of the industry now stepped into the new generation, which is AI everywhere! It also triggered the concerns from consumers and governments about the potential risks that this emerging technology could be used daily. CSOs in digital rights field have discussed these topics since the very beginning, and there are some toolkits and guidelines that have been developed. Facing this coming trend, we invite CSOs to give their advice for the AI industry and the companies in East Asia. Meanwhile, from the leading companies and ESG representatives, they will provide feedback on their observations in the industry and the suggestions for the practical possibilities.

In this event, we invite speakers from international and Taiwan's leading companies and organizations to have an intersectional conversation, together to see how CSOs can be involved in the multiple stakeholder dialogue for maintaining the balance between digital rights and industry development, especially in East Asia's narrative.

特邀講者 Invited Speakers :
 

  • Raman Jit Singh Chima
    serves as Asia Policy Director and Senior International Counsel at Access Now, leading the organisation's work in protecting an open internet and advancing the rights of users at risk across the region. He is a founding volunteer with the SaveTheInternet.in Net Neutrality Coalition and assisted the legal team involved in the Supreme Court of India's landmark Shreya Singhal v. Union of India judgement on internet free speech.

    Access Now is a non-profit organization founded in 2009 with a mission to defend and extend the digital civil rights of people around the world. Access Now supports programs including an annual conference on Human Rights, an index of internet shutdowns, and providing exit nodes for Tor network.

  • Michel Choi (Interlab)
    is a privacy activist. He has a keen interest in human rights in cyberspace, and founded Interlab, a non-profit organization providing digital threat research and security helpline support for civic organizations at risk. He is also a technical advisor at Opennet Korea, and has been working on protecting Net Neutrality in South Korea, providing various consultations to government personnel, research institutes, and various media.

    Interlab (South Korea) Also known as the Data Security Lab, provides digital security consulting, education, research, publication of prevention guidelines, and more. Interlab aims to enable civil society organizations by 2024 and individuals are able to work freely in a more secure digital space.

  • 簡宏偉 Howard Jyan
    Howard Jyan is former chief of the Department of Cyber Security, Executive Yuan, and currently an executive vice president at Deloitte.
    His focuses on issues such as emerging technology risk consulting, information security, network security, information security management system (ISMS) audit, information security regulations, information security governance, work process transformation, organizational transformation, etc.

  • 吳漢章 Peter Wu

    Peter Wu has published over 20 international journals and conference papers. Peter Wu joined ASUS Group and served as General Manager of ASUS Cloud Corporation since 2008. He is responsible for ASUS’s development of cloud business and technologies in consumer and commercial markets. Peter also steadfastly pursues service innovation and integration for ecosystem development and is recognized as a leader in the field.

 

  • 侯宜秀 Isabel Hou
    Isabel Hou is Secretary General of Taiwan AI Academy Foundation , she is also a seasoned attorney focusing on technological innovation and intellectual property law and has served as a legal counsel for various government programs,prestigious companies, and NGOs in Taiwan since 2000. Isabel serves as a committee member of Taiwan’s Open Parliament Multi-stakeholder Forum from 2019-2022.

  • 劉威成 David Liu
    David Liu joined LINE in 2016. He is responsible for the security designs and strategies for LINE Taiwan and has been working in cyber security domain over 15 years.

    Except technical domains of the security, such as software security, abusing detection, and privacy impact assessment, David also extended his expertise to data science and legal compliance for protecting the business operations in IT companies from different aspects after becoming a LINER. He is current serve as the CISO of LINE Taiwan and manage the security enhancement for security teams in oversea group companies, such as Thailand and Vietnam, as the lead of the Asia & Pacific team in LINE Security Center.

數位發展部數位產業署 (adi)

數位發展部數位產業署(以下簡稱本署)組織法奉總統111年1月19日制定公布,主要任務為推動數位經濟發展、辦理數位經濟相關產業之輔導、獎勵與管理。

由組織法可知本署為數位經濟發展之專責機關,掌理數位經濟相關產業之政策規劃及法規研擬,以及數位技術的應用推廣,包括人工智慧、大數據、平台技術、系統整合與場域應用、軟體產品及數位服務、數位內容及資料經濟,以及數位經濟相關產業人才培訓等。

另外,數位科技是協助臺灣各產業進行數位轉型的利器,本署專責推動數位賦能的相關應用,協助臺灣各行各業因應數位經濟時代所帶來的挑戰與機會,期能創造臺灣另一波成長動能。

The Organizational Act of the Administration for Digital Industries, Ministry of Digital Affairs (hereinafter referred to as "the Administration") and set and announced by the President on January 19, 2022. The Administration’s main missions are to promote development of the digital economy, guide, award, and manage digital economy-related industries. According to the organizational act, the Administration is the competent authority on digital economy development, in charge of digital economy-related industry policy planning and regulation drafting as well as digital technology application promotion, which encompasses artificial intelligence, big data, platform technology, system integration and field applications, software products and digital services, digital content and data economy, and digital economy-related industry talent cultivation.

Additionally, as digital technology is a key tool that aids the digital transformation of Taiwan’s industries, the Administration is tasked with the promotion of applications relating to digital competency, helping Taiwan’s industries prepare for challenges and opportunities that come with the era of digital economy to create a new momentum for growth in Taiwan.

 

開放文化基金會 (OCF) 

財團法人開放文化基金會(Open Culture Foundation,簡稱 OCF)成立的主要目的,是希望能夠藉由法人組織的力量,協助台灣資訊軟體界的開放原始碼社群,包含開放原始碼軟體、開放資料、開放政府三個主要領域的發展和應用。
