活動簡介|About the Forum
數位科技已經成為公民社會推動倡議與公共參與的重要基礎,針對 NGO 工作者、人權工作者與公民團體的數位攻擊也日益複雜。從帳號入侵、身分冒用、社交工程,到透過人際信任鏈進行滲透,這些威脅不僅影響個人與組織的日常運作,也進一步削弱公民社會信任與民主韌性。
本次論壇上半場將由開放文化基金會發表兩份研究報告,並介紹一份面向公民團體的資安教材。報告《守護倡議之聲》分享資安陪伴計畫的實務經驗與觀察;《信任的代價》則聚焦近期針對公民社會的資安攻擊趨勢,分析攻擊手法如何透過信任鏈滲透倡議社群,並揭示臺灣公民社會正在面對的數位威脅樣貌。
下半場圓桌論壇將邀請國內外資安研究者、公民社會工作者、政策制定者與技術社群代表,共同討論公民社會如何理解、辨識並回應數位威權與數位攻擊。論壇將聚焦以下問題:
- 臺灣公民社會目前面臨哪些數位威脅與攻擊模式?
- 當數位攻擊透過信任鏈滲透公民社會時,可能帶來哪些影響?
- 政府、公民社會、企業與技術社群如何建立更有效的協作機制,共同強化民主社會韌性?

Digital technologies have become central to civil society advocacy and public participation. At the same time, NGO workers, human rights defenders, and civil society organizations are facing increasingly sophisticated digital threats, including account compromise, spear-phishing, social engineering, and attacks that exploit trusted relationships. These threats can disrupt organizations, weaken trust across advocacy networks, and undermine democratic resilience.
The first session will feature two reports launched by the Open Culture Foundation, along with the introduction of a cybersecurity training resource designed for civil society organizations. “Safeguarding Advocacy” presents lessons and observations from OCF’s digital security support program. “The Cost of Trust” examines recent attack trends and shows how attackers used trusted relationships to infiltrate civil society networks in Taiwan.
The second session will feature a panel discussion with cybersecurity researchers, civil society practitioners, policymakers, and technical community to discuss how civil society can better identify and respond to digital threats. The discussion will focus on:
- What digital threats are targeting Taiwan’s civil society?
- How do attacks that exploit trust networks affect civil society?
- How can the government, civil society, the private sector, and technical communities work together to strengthen democratic resilience?

劉致昕 Jason Liu
主持人 Moderator|獨立記者 Independent Journalist
台灣記者、作者。曾任獨立媒體《報導者》副總編輯,著有《真相製造》、《烏克蘭的不可能戰爭》。耗時五年、走訪八國,梳理假新聞與境外資訊操作背後的產業鏈,自 2022 年俄羅斯入侵烏克蘭以來,他持續報導戰事,於烏克蘭、愛沙尼亞、芬蘭、瑞典等地,記錄民主前緣國家如何抵抗侵略、長出社會韌性。在成為獨立記者前,曾於數位人權組織 Access Now 主責東亞事務,2025年在台北籌辦數位人權大會 RightsCon。
Jason Liu is a Taiwanese journalist and author, and a former deputy editor-in-chief of The Reporter, an independent newsroom in Taipei. His first book, The Manufacture of Truth, drew on five years of reporting in eight countries to trace the industry behind disinformation and foreign information operations, and won several national and regional awards. Mr Liu has covered Russia's war in Ukraine from the front line since the 2022 invasion, examining how Ukraine and other frontline democracies resist and build resilience. He previously ran Access Now's East Asia operations, organizing the first East Asian edition of RightsCon, the digital-rights summit, in Taipei.

她是開放文化基金會執行長,也是長期開放原始碼推廣者,曾參與 COSCUP、MozTW 等社群超過十年。加入 OCF 後,致力推動開放科技、數位隱私與數位人權,並協助公民團體提升數位防禦能力、處理資安事件,長期投入社群經營與公眾隱私資安意識推廣。
She is the Chief Executive Officer of the Open Culture Foundation and a long-time open source advocate, with over a decade of involvement in communities such as COSCUP and MozTW. At OCF, she works to advance open technology, privacy, and digital rights, while supporting CSOs in strengthening digital defenses and responding to digital security incidents. She has long worked on community building and public awareness around privacy and digital security.
李育杰 Yuh-Jye Lee
與談人 Panelist|國家安全會議 諮詢委員 Senior Advisor, National Security Council
現任國家安全會議諮詢委員,研究領域包括人工智慧與國家安全,尤其關注 AI 在安全技術上之應用及確保 AI 系統的完全性。曾任國科會科技政策辦公室副執行秘書、中央研究院資訊安全中心執行長,並曾於多所大學任教。他也是臺灣大型語言模型「可信任生成式 AI 對話引擎」(TAIDE)的發起人。
Dr. Yu-Jie Lee is a Senior Advisor to Taiwan’s National Security Council, his research focuses on the convergence of AI and national security. He previously served as Deputy Executive Secretary at the National Science and Technology Council and Executive Director of Academia Sinica’s Research Center for Information Technology Innovation Cybersecurity Center. He also initiated the Trustworthy AI Dialogue Engine (TAIDE), Taiwan’s sovereign large language model—he plays a key role in advancing trustworthy and resilient AI infrastructures.

劉文,社會心理學者與作家,現任中央研究院民族學研究所副研究員。研究專長為女性主義、批判種族理論、情動與批判安全研究。學術工作之外,劉文為黑熊民防教育協會理事長、總統府全社會防衛韌性委員會之委員,關注國安與民防教育,以及性別與種族正義。
Wen Liu is an Associate Research Fellow at the Institute of Ethnology, Academia Sinica. Her research investigates feminism, transpacific geopolitics, and civilian security practice in times of US-China interimperial rivalry. She is the Chairperson of Kuma Civil Defense Education Association and a committee member of the Whole-of-Society Defense Resilience Committee under the Presidential Office in Taiwan.

Chi-en「Ashley」Shen 是 Cisco Talos 安全研究工程技術主管,專注國家級入侵、網路犯罪、間諜活動與新興威脅。她曾任職 Google 威脅分析小組與 Mandiant 全球研究團隊,並共同創立 Team T5 與 HITCON GIRLS。她長期投入亞太地區針對性攻擊研究,也持續推動資安社群培力與女性參與網路安全領域。
Chi-en “Ashley” Shen is a Security Research Engineering Technical Leader at Cisco Talos, specializing in nation-state intrusions, cybercrime, spyware, and emerging threats. She previously worked at Google TAG and Mandiant, and co-founded Team T5 and HITCON GIRLS. She has long contributed to targeted threat research in the APAC region, community building and advocacy for women in cyber security.
